What do I do?

Tonight, on my way home from work, I saw a fire. I called Brad, who transferred me to Kekoa, who told me to call 9-1-1. I was surprisingly nervous about that. Is a brush fire an "emergency"? I mean, it was pretty small, but it was right next to the road and there were flames.
